
The MMDA has released the updated Unified Vehicular Volume Reduction Program (UVVRP), commonly known as the number coding scheme, effective May 1, 2026. The revised guidelines adjust the window hours to 7:00 AM–10:00 AM and 4:00 PM–8:00 PM on weekdays, reflecting changes in commuter patterns and the expansion of public transport services across Metro Manila.
Key changes include the exemption of hybrid and fully electric vehicles from the coding scheme, as well as vehicles registered under the Public Utility Vehicle Modernization Program. Motorcycles remain exempt, and the existing exemptions for medical emergencies, government vehicles on official business, and diplomats continue to apply. Violations will result in a fine of PHP 300 for the first offense and PHP 500 for subsequent offenses within the same calendar year.
The MMDA clarifies that the number coding scheme remains suspended on holidays and during periods declared by the national government. Motorists are advised to verify their plate number coding day through the MMDA website or mobile application. The agency will conduct an information campaign in the weeks leading up to the effectivity date to ensure widespread public awareness of the changes.
